Just talk to him when he's with his friends. He'll ease into the conversation if he's more comfortable. When a guy likes a girl, he ALWAYS is thinking about her. And usually a guy asks his buddies what they think of a girl, and if they approve he'll go for it...usually :) haha
Also, try hinting at him to ask you out on a certain date at a certain place. Let's say there is a party coming up, just say something like ';It would be pretty cool to be going out after the party is over'; ya know something suggestive but nothing forceful. I don't know about all guys, but a girl has to really sick out in the crowd and in my mind for me to really try for her attention and attraction. I don't know why, I guess I'm lazy.
However, if you told this guy you would say yes if he asked you out then I don't know what he problem is (if he likes you for sure).

Why don't you ask him out? Also sometimes people have other stuff going on that is wierd for them, like maybe their dad is in Iraq, or someone in the family just died, or their mom is crazy, that can keep them from dating or being more normal if they haven't dealt with the emotions yet.
