if you wrote to a guy long time ago heard nothing from him then you saw him again ,he stood staring at you ,but didnt smile is he annoyed with you or what ,why stand staring anyway, he didnt say anything to me ,shall i just forget hi as i still have feelings for him,advice pleaseDont understand this guy guys advice please?

Did you speak to him? Maybe hes not interested anymore, or could be he is interested, but afraid he blew it with you, and doesn't want to look lame. Why should the guy always be expected to make the first move? I know its expected, but if he doesn't, and you don't then you both may be missing out on something great.If he looked at you, it sounds like he's still interested, but doesn't and is waiting for an opening.

Did he find you? If he did, he was probably happy that he found you (assuming that you wrote a good letter). If he didn't, he was probably just remembering who you were, but i guarrantee he wasn't annoyed just because you wrote him a letter.
